If your organization defines that a unanimous vote be required it should also define what is considered to be a unanimous vote. However, it is generally accepted that an abstention is not a vote and in order for a vote to be unanimous there must be no adverse votes. Since an abstention is not an adverse vote, the vote is unanimous even if a member abstains. |
